He obtained his Bachelor of Medicine from Department of Health of Henan Medical University in 1986 and he obtained his Master degree in medicine from School of Public Health of Peking Union Medical College in 1994. In 2009 the United States Centers for Disease Control and Prevention, infectious disease monitoring and control and health emergency management.

In 1986 epidemic disease epidemic prevention and epidemic prevention station in Henan Province, disease monitoring physician, chief physician, deputy chief physician. Deputy director and director of Department of Planning and Immunization. June 2002, Deputy Director of Immunization Planning Center of China CDC, Deputy Director of Management Office of Disease Control and Emergency, Director of Central Office, Director of Disease Control and Emergency Response Office, Director of Health Emergency Center and Assistant Director of China CDC.

He mainly engages in professional techniques and management regarding to infectious disease prevention and control, health emergency and children immunization programs.
